Yesterday, Foshan held a conference on energy conservation and consumption reduction in the city, and announced the “Foshan City Energy Conservation Work Implementation Plan†(opinion draft) to the relevant units of the city, and advocated energy conservation and consumption reduction in all walks of life in Foshan. The "Implementation Plan" requires that by 2010, the energy consumption per unit of Foshan's production will fall from 0.95 tons of standard coal per 10,000 yuan in 2005 to 0.76 tons of standard coal per 10,000 yuan, which is 20% lower than the end of the "10th Five-Year Plan" period. The energy consumption of the main product units of the total production reached the international advanced level in the early 21st century.
The "Implementation Plan" requires that by 2010, three eco-industrial parks meeting the requirements of circular economy development will be built, and 216 key energy-consuming enterprises implementing the "Double Thousand Energy Conservation Actions" will achieve energy-saving of more than 1.4 million tons of standard coal.
In guiding commercial and civil energy conservation, the Implementation Plan requires the promotion of energy-saving products in public facilities, hotel buildings, office buildings, and residential buildings. Reasonable control of indoor air conditioning temperature, in addition to specific uses, public buildings in summer indoor air conditioning should not be lower than 26 degrees Celsius.
According to reports, Foshan will also carry out the “million†green lighting project promotion activities, led by the government, through the bidding and expert review, select 3~5 manufacturers in Foshan to supply the products directly at preferential prices. Then, collect users with more than 2,000 purchases at a time, and purchase them from the manufacturer.
In order to ensure the smooth progress of the “million†project, the relevant manufacturers should set up a dedicated working group of “million†green lighting projects and organize relevant experts into four key places (factories, office buildings, municipal landscapes, public facilities). Prepare guidelines for the selection of lighting products and provide alternatives for the transformation of demonstration sites in each district.
