Qualifications Qualified for Qualified Bidders
1. The bidder shall have independent legal personality and be qualified to enter into a contract independently. The bidder’s registered capital is not less than RMB 3 million. The bidder must have the qualifications of a general taxpayer, and the value-added tax rate to be issued should meet the requirements of the bidder (service is 6%, construction is 11%, equipment is 17%).
2, bidders must pass the ISO9001 management system certification.
3. The product provided by the bidder must meet the DCS requirements.
4. The bidder shall have experience and ability in the design, supply, construction and commissioning of thermal power DCS retrofitting projects.
5. The bidder’s products have proven to be mature and reliable and do not accept test or trial products. The products used in this bid must have application performance, and the bidders will not accept new products without any application performance.
6. The bidder shall have at least 3 sets of stable operation performance and contract copy of the power industry DCS control system for more than 5 years in the power industry (300 MW and above units). (You must be able to clearly see the relevant information of the contract subject, quantity, etc.; otherwise, Invalid performance).
7. Our company's desulfurization and denitrification DCS system is Honeywell TPS 3000 of the United States, which was put into production in 2006; the equipment provided by bidders should be compatible with the existing DCS system.
8. If the bidder is a Sino-foreign joint venture (cooperation) enterprise and is provided with technical support from the foreign party, it shall issue a written document (copy) of the foreign party's equipment performance and quality assurance.
9. The bidder has good bank credit and business reputation, good financial status and is not being ordered to suspend business or bankruptcy, and assets have not been reorganized, taken over and frozen.
10. The bidder has not been subject to criminal or administrative penalties and civil prosecution for major economic activities in the past three years. In the last three years, no bidder or serious breach of contract has been obtained within the last three years, and no significant project quality problems have occurred in the contracted projects. No cases of borrowing others or lending qualifications or performance to others.
11. The person in charge of the unit is the same person or a different unit that has a controlling or management relationship, and may not participate in the bid for the same tender item or for the same tender item that does not have a bid segment.
